Bird discussion

It looks like a scene from the 70′s comedy program ‘the Drifters’. Is the tub falling on the man’s head? (Sorry, it is an abstract explanation.) This is the bird garden located near Prince Edward station in Kowloon. Some people are just standing by their own bird cage. Are they having a bird discussion?
